      Reasons for the decision to award: après évaluation de tous les critères d"adjudication conformément au cahier des charges (critères de qualité et de prix), le soumissionnaire vainqueur a obtenu le nombre maximum de points par rapport aux autres offres. L’offre du soumissionnaire gagnant a convaincu surtout dans les points suivants:

      — un consortium de 4 organisations (dont 3 locales) avec des expertises pertinentes et complémentaires,

      — une offre financière équilibrée (fonds administrés et côuts opérationnels),

      — une compréhension profonde de l’approche par le local, et

      — des propositions claires pour une gouvernance locale inclusive articulée aux différentes instances locales, régionales et nationales.
